Royal Neighbors of America Final Expense Review: Ensured Legacy Explained
Royal Neighbors of America’s Ensured Legacy Final Expense is a permanent-life-insurance product family with Simplified Issue, Graded Death Benefit and Guaranteed Issue versions. The product available to an applicant depends on qualification, state availability and the current application.
Royal Neighbors is one of the carriers Anchor Life currently works with. I consider it worth comparing for certain applicants, but I would not call it universally cheapest or assume a diagnosis determines the benefit tier.
This review explains current carrier-published features, my brokerage experience where relevant, and the questions I would verify before applying.
Ensured Legacy at a Glance

|---|---|

| Coverage type | Permanent life insurance |
| Product paths | Simplified Issue; Graded Death Benefit; Guaranteed Issue |
| Advertised coverage range | $5,000–$40,000, depending on qualification and product |
| Carrier | Royal Neighbors of America — NAIC #57657 |
| AM Best | A (Excellent), as reported by Royal Neighbors as of December 11, 2025 |
| Availability | Not all states or products; verify the current form |
| Anchor relationship | Current carrier relationship |
The key comparison is the offered certificate, not the company name alone. Confirm its early natural-death benefits, required premium and limits. The advertised range does not mean every applicant can buy $40,000. Issue-age eligibility also needs to be checked for the current product.
Who Is Royal Neighbors of America?
Royal Neighbors of America is a fraternal benefit society and insurance organization. Its legal identity is Royal Neighbors of America, NAIC #57657. Membership, insurance coverage and discretionary member programs are different things; the benefits promised in an insurance contract should be evaluated separately from membership opportunities.
Why the contract is called a certificate
Royal’s materials use certificate for the life-insurance contract. Compare its benefit provisions, exclusions, premiums and riders just as you would another insurer’s policy. Read the actual certificate offered in your state.
Financial strength
Royal’s official insurance page reports an AM Best A (Excellent) rating as of December 11, 2025. Financial-strength ratings concern the ability to meet ongoing obligations. They do not establish the lowest price, a favorable underwriting outcome or the right fit for a particular diagnosis. Ratings can change; the dated carrier disclosure is linked below.
The Three Ensured Legacy Product Paths
Royal publishes three form series. The distinction matters because a premium comparison can be misleading when the early death benefits differ.
Simplified Issue
Form Series 211311
Health and application qualification applies. Review the current questions and the actual benefit schedule. A diagnosis alone is not proof that an applicant qualifies for full immediate natural-death benefits.
Graded Death Benefit
Form Series 211312
Early natural-death benefits differ from full immediate-benefit coverage. Ask for the current certificate’s year-by-year schedule, when full benefits begin and how accidental death is treated. Do not assume another insurer’s percentages apply.
Guaranteed Issue
Form Series 221309
This provides an access path when a more favorable underwritten option may be unavailable. Eligibility still matters. Read the initial benefit limitations rather than assuming guaranteed issue means full immediate benefits.
A health condition does not automatically make Guaranteed Issue the appropriate choice. Compare the product an applicant can actually obtain, including the premium and any early natural-death limitation.
For the broader distinctions, see how final expense coverage and benefit tiers work. Full immediate benefits, when available under a contract, do not remove its exclusions or contestability provisions.
Health Information to Have Ready
Public consumer materials describe the product family; they do not establish a universal benefit tier from a diagnosis. Complete answers, treatment details and the current application matter more than an online condition checklist.
| Health-history area | Information worth having available |
|---|---|
| Diabetes | Treatment, insulin use and complications |
| Respiratory history | COPD, oxygen use and hospitalizations |
| Cardiac history | CHF, heart attack, procedures and rhythm disorders |
| Cancer history | Type, treatment dates, recurrence and current status |
| Neurologic conditions | Diagnosis, treatment and functional effects |
| Stroke or TIA | Event dates, residual effects and treatment |
| Medications | Current prescriptions and reasons, if known |
| Tobacco or nicotine | Accurate current use |
| Other conditions | Complete history requested by the application |
Do not omit a condition or medication because it seems unrelated. If an answer is unclear, clarify it during the application review rather than guessing at an underwriting result.
The Health Conditions Hub routes to detailed guides, including cancer history and tobacco use. Those guides provide comparison context, not substitutes for Royal’s application.
How Royal Neighbors Pricing Should Be Compared
There is no single Royal Neighbors price that describes every applicant. Request a current written quote that identifies age, state, sex where applicable, tobacco classification, face amount, product path, payment mode and quote date.
A Simplified Issue quote should not be treated as equivalent to a Graded or Guaranteed Issue offer. Compare what the beneficiary receives in the early years, not just the monthly payment. Also confirm which riders are included and which require additional premium.
For example, if two offers show the same face amount but one limits early natural-death benefits, the headline coverage amount does not make them equivalent. Ask for both benefit schedules before deciding whether the premium difference is worthwhile.
We do not publish a generic Royal rate table here without a verified, dated dataset. Royal’s consumer materials do not establish a universal pricing advantage for women or applicants with diabetes. See our rates-by-age guide for labeled examples and comparison methodology.
Before buying, confirm required premiums, any premium guarantee, cash-value provisions and what happens if payments stop. Affordability must work beyond the first month.
Riders: What They Add and What They Do Not
Riders can add useful features, but the base death-benefit structure and sustainable premium come first. Availability, election requirements and the issued rider control.
Charitable Giving Rider
Form Series 221113 requires no additional premium. At claim, it pays an eligible designated 501(c)(3) charity a benefit equal to the lesser of 1% of the certificate face amount or $1,000, subject to the rider. This charitable amount is separate from the beneficiary’s base certificate death benefit. It is a distinct feature, not evidence of lower insurance costs.
Grandchild Term Insurance Rider
Public materials describe $5,000 of coverage with an additional premium. Check which grandchildren are eligible, when the rider can be added, its termination conditions and any conversion provisions. Do not assume it is identical to a separate permanent policy for a grandchild.
Accidental Death Benefit Rider
This optional rider requires additional premium and provides an additional benefit for a qualifying accidental death. Its definition and terms control. It should not be confused with how the base certificate treats accidental death during an early limited-benefit period.
Accelerated Death Benefit Rider
Royal describes a one-time payment of part of the existing death benefit after a qualifying terminal condition or permanent confinement to a qualifying nursing home, subject to the rider. No additional premium is required, but it is not available on Guaranteed Issue and is available only with a certificate face amount of $7,000 or more.
Acceleration accesses existing insurance benefits; it is not extra money on top of the full death benefit. Ask how taking a payment affects what remains for beneficiaries. Royal warns that acceleration may affect taxes or public-assistance eligibility; consult a qualified tax professional or the relevant social-services agency when appropriate.
Member Programs Are Separate From the Insurance Contract
Royal’s fraternal structure includes member programs, but its brochure says these are discretionary, not guaranteed, not available in every state and not part of the insurance or annuity contract.
Do not buy insurance solely to obtain nonguaranteed membership benefits. Programs may be useful, but the insurance itself should meet the applicant’s financial needs. An appealing membership feature does not offset an unaffordable premium or unsuitable benefit tier.
Ensured Legacy is not a funeral contract
The designated beneficiary receives the life-insurance death benefit and can generally use it for any purpose. It is not a prepaid funeral or burial arrangement, does not secure specific funeral goods or services, and does not guarantee that proceeds will cover every expense.
State and Product Availability
Royal’s current consumer disclosure says the organization is licensed in all states and the District of Columbia except Alabama, Alaska, Hawaii, Louisiana, Massachusetts, New Hampshire and New York. Not every product is available in every other state.
Confirm the exact Ensured Legacy form and agent/product availability before applying. Anchor’s licensing in 49 states, excluding New York, does not expand Royal’s product availability.
Larry’s Brokerage Experience
My practical comparison is the current offer against available alternatives: what benefit starts when, what it costs, and whether it fits the applicant’s needs. A favorable prior case is a reason to check an option, not to predict approval.
When Royal may be worth comparing
You want permanent final-expense coverage, the desired product is available in your state, and a current quote and offered tier fit your needs. The charitable rider may also matter to you. Multiple product paths make it useful to review the actual available offer.
When I would compare another carrier closely
Another carrier offers equivalent immediate benefits for less, a stronger available tier, or coverage better suited to your goal. Compare alternatives if Royal’s desired product is unavailable or its additional features are not valuable to you.

Potential Strengths and Important Limits
| Potential strength | Limit or question |
|---|---|
| Three-product suite | Qualification determines the available path |
| Permanent coverage | Payments and contract terms must be met; availability varies |
| Charitable Giving Rider | Eligible charity and rider conditions apply |
| Grandchild coverage option | Additional premium and rider eligibility |
| Accelerated benefit option | No Guaranteed Issue; $7,000 face-amount minimum |
| Fraternal member programs | Discretionary and nonguaranteed |
| Current Anchor relationship | No guarantee of best price or approval |
Already Have a Royal Neighbors Policy?
A new quote is not enough reason to replace existing insurance. Compare the current death benefit, premium, cash value, surrender consequences, outstanding loans, current health and the new contract’s effective date. Review new contestability, exclusions and early-benefit limitations as well.
Older coverage may have already passed an initial limited-benefit period. Replacing it with a lower-priced offer that restarts limitations could leave beneficiaries with less protection when they need it.
Frequently Asked Questions
Is Royal Neighbors good for final expense insurance?
It is an established insurer offering the Ensured Legacy suite. Whether it is a strong option depends on the offered product, premium, state availability, health history and alternatives. The company name alone cannot answer that question.
What is Ensured Legacy Final Expense?
It is Royal Neighbors’ permanent-life-insurance product family for final-expense needs. It is insurance paid to a beneficiary, not a contract for funeral services.
What are the three Ensured Legacy product types?
Simplified Issue, Form Series 211311; Graded Death Benefit, 211312; and Guaranteed Issue, 221309. Compare the specific certificate and benefit schedule.
How much coverage does Royal Neighbors offer?
Royal advertises $5,000–$40,000 across the suite. The available range depends on qualification and product; $40,000 is not available to every applicant.
Does Royal Neighbors offer immediate coverage?
Review the offered Simplified Issue certificate for its actual natural-death benefit start date and conditions. Do not assume immediate benefits across Graded and Guaranteed Issue versions, or infer eligibility from one diagnosis.
Does Royal Neighbors have Guaranteed Issue coverage?
Yes, Ensured Legacy includes Guaranteed Issue, Form Series 221309. Check eligibility and initial death-benefit limitations before comparing it with underwritten options.
Is Royal Neighbors good for diabetes?
The diagnosis alone does not establish the offered product. Review treatment, complications and the complete current application. Our diabetes guide explains broader comparison considerations.
Is Royal Neighbors good for COPD?
No universal Royal benefit tier is established here for COPD. Treatment and the full application need review. See the COPD guide for wider product-comparison context.
Does Royal Neighbors accept applicants using oxygen?
Do not assume oxygen use produces approval, denial or a particular Ensured Legacy tier. Confirm the current application requirements and all relevant health information.
Does Royal Neighbors cover CHF?
CHF alone is not enough to predict a Royal offer. Review the full cardiac history and current application. The heart-disease guide discusses broader options without guaranteeing approval.
Is Royal Neighbors cheaper for women?
Current consumer materials do not establish a universal pricing advantage for women. Compare equivalent current quotes with the same applicant details and benefit type.
What is the Charitable Giving Rider?
It adds a payment to an eligible designated charity, generally the lesser of 1% of certificate face amount or $1,000. No additional premium is required; rider terms apply.
What is the Grandchild Rider?
The Grandchild Term Insurance Rider provides $5,000 of coverage under its eligibility and contract conditions. An additional premium is required.
Are Royal Neighbors member benefits guaranteed?
No. Member programs are discretionary, can vary by state and are separate from the insurance contract. Evaluate insurance on its own merits.
Is Ensured Legacy a funeral contract?
No. The designated beneficiary generally chooses how to use the death benefit. The insurance does not reserve funeral services or guarantee their cost.
Which states does Royal Neighbors not operate in?
Its current disclosure lists Alabama, Alaska, Hawaii, Louisiana, Massachusetts, New Hampshire and New York as licensing exceptions. Confirm current product availability elsewhere too.
How should I compare a Royal Neighbors quote?
Match applicant details, state, coverage amount, payment mode and product path. Compare early natural-death benefits, riders and the required long-term premium.
Should I replace an existing Royal Neighbors policy?
Only after comparing benefits, cash value, surrender effects and new limitations. Keep existing coverage until a replacement is approved, accepted and in force.
